Florida Issues Arrest Warrant for Raúl Castro Over 1996 Brothers to the Rescue Shootdown
Florida Attorney General James Uthmeier has secured a state arrest warrant for former Cuban leader Raúl Castro, charging him with conspiracy to commit murder in connection with the 1996 downing of "Brothers to the Rescue" aircraft.
U.S.·

Florida Attorney General James Uthmeier has announced the issuance of a state arrest warrant for Raúl Castro, the former leader of Cuba. The warrant charges Castro with felony conspiracy to commit murder in connection with the 1996 downing of two civilian aircraft operated by the humanitarian group Brothers to the Rescue.
The warrant explicitly states, "The investigation revealed evidence of a conspiracy to kill persons aboard BTTR aircraft. The deaths of Carlos Costa, Pablo Morales, Mario de la Peña, and Armando Alejandre Jr. were the object of that conspiracy."
Allegations of a Coordinated Attack
According to the document, investigators allege that in 1996, a plan orchestrated by the Castro regime's foreign intelligence service to shoot down Brothers to the Rescue aircraft and eliminate their occupants progressed through the chain of command. The warrant identifies Raúl Castro and his brother, former Cuban President Fidel Castro, as the ultimate decision-makers in this alleged conspiracy.
Months after the incident, Raúl Castro, now 95, made recorded statements recounting orders he had given to senior military leaders prior to the shootdown, as detailed in the warrant. He described the group's actions:
"They have violated the airspace, the waters of the Republic. I made it clear that this had to be decentralized if we wanted it to do its job, and five generals were given the authority. I used to say: Try to shoot them down over our territory. But they would come into Havana and leave."
Castro further elaborated on the shift in strategy regarding the engagement:
"Of course, with a missile shot like that, plane against plane, what comes down is a ball of fire, and it is going to fall on top of the city. So I said: Fine, shoot them down at sea when they show up, and those who have the authority are not to consult anyone."
The Brothers to the Rescue Mission and Cuba's Stance
Brothers to the Rescue, an organization based in Miami, operated unarmed civilian aircraft with the primary goal of locating Cuban migrants who were lost or stranded at sea. By the mid-1990s, the group had also expanded its activities to include anti-Castro political actions, such as dropping pro-democracy leaflets over Cuban territory.
The Cuban government has consistently rejected the United States' legal proceedings against Castro. It maintains that Brothers to the Rescue repeatedly violated Cuban airspace and that Cuba's actions were undertaken in defense of its national sovereignty.
Legal Implications and Extradition Efforts
The warrant indicates that Florida authorities are seeking the full extradition of Raúl Castro should he be apprehended outside of the Sunshine State. It authorizes officials to pursue his return to Florida to face the felony charge, even if he is arrested in another U.S. jurisdiction.
The Attorney General’s Office of Statewide Prosecution is set to assume jurisdiction over the multi-circuit criminal conspiracy case against Castro, managing the legal proceedings moving forward.
